On 25 October 2026 Prime Minister Narendra Modi inaugurated the Reserve Bank of India’s new Data Centre and Cybersecurity Training Institute at Info Valley-II, Jatni, near Bhubaneswar. RBI says the data centre will house its mission-critical systems, including RTGS and NEFT, the two RBI-run rails that settle India’s bank transfers. PTI reports the facility cost about ₹169 crore on 18.55 acres and is RBI’s second data centre after Navi Mumbai. The institute will train staff in cybersecurity, AI and emerging technologies.

What did RBI open on 25 October 2026?
RBI’s press release of 25 October 2026 (2026-2027/1384) reports that the Prime Minister inaugurated two facilities in Bhubaneswar, Odisha: a Data Centre and a Cybersecurity Training Institute. RBI says the data centre will house its mission-critical systems, including RTGS and NEFT, and that the training institute will build expertise in cybersecurity, artificial intelligence and other emerging technologies. The Finance Minister, Nirmala Sitharaman, and RBI Governor Sanjay Malhotra spoke at the event.
According to the PTI report carried by ThePrint, the facilities sit on 18.55 acres at Info Valley-II in Jatni, near Bhubaneswar, and cost about ₹169 crore. The foundation stone was laid by then-Governor Shaktikanta Das on 22 March 2023. Odisha’s Chief Minister, Mohan Charan Majhi, said it will be RBI’s second data centre of its kind, after the one in Navi Mumbai. An official quoted by PTI said the site was chosen for its geographical stability, away from seismically active zones and high-risk border areas.

What did the speakers say?
RBI’s release quotes the Prime Minister as saying that “a secure banking system needs secure digital infrastructure”, and links the facility to taking the benefits of development to every region. All India Radio reports that he said the next decade must focus on making banking more efficient, reliable and secure, and that modern conflicts are not fought only through conventional means. The Finance Minister stressed that resilient infrastructure supports financial stability and sustained growth, and named RTGS and NEFT as the critical financial infrastructure the facility will support. Governor Malhotra committed RBI to emerging technologies, cybersecurity and indigenous capabilities, in support of the goal of a developed India by 2047.
The government statement quoted by PTI describes the facility as one that “will form the secure digital foundation on which India’s increasingly technology-driven financial economy can grow”, and officials called it a secure, resilient, scalable and future-ready computing ecosystem.
Why do RTGS and NEFT matter so much?
RTGS and NEFT are the two large payment systems that RBI itself owns and operates. When a bank in India sends money to another bank, outside card networks and UPI, it usually goes through one of them. UPI, by contrast, is operated by NPCI.
RTGS and NEFT, the rails the new centre will run
| RTGS | NEFT | |
|---|---|---|
| How it settles | Continuously, one transaction at a time (gross) | In half-hourly batches |
| Availability | 24x7x365 since 14 December 2020 | Round the clock, all days of the year |
| Amount | Minimum ₹2,00,000; no maximum | No minimum; no RBI upper limit (banks may set one) |
| Finality | Final and irrevocable once settled in RBI’s books | Settled in batches through RBI |
| Operator | RBI | RBI |
Because RTGS settles payments in RBI’s own books and is final and irrevocable, it is the backbone for high-value and interbank payments. NEFT carries everyday transfers of any size, from salaries to supplier payments. Both run 24x7, so there is no overnight window to fail over quietly. A second data centre in a different region makes it possible to keep these systems running if one site goes down, whether from a power failure, a flood, an earthquake or a cyber attack. That is what “resilience” means in practice for a payment system.

The opening ties in with RBI’s Payments Vision 2028, published in March 2026, which says the payments challenge has shifted from reach to trust and resilience. That document plans, among other things, cyber key risk indicators for non-bank payment system operators. See RBI’s Payments Vision 2028 for the full list of initiatives.

The Cybersecurity Training Institute is the other half of the announcement. PTI describes it as a dedicated platform for cybersecurity and enterprise-technology training, which will also support research and sector-wide capability building. All India Radio reports that it will offer training and research in cybersecurity, enterprise computing, AI and quantum computing.
What does it mean for businesses and exporters?
Nothing changes in how you send or receive money. RTGS and NEFT work as before, with the same limits and timings. The change is underneath: more capacity and a second site for the systems that settle India’s bank payments.
For exporters, the rupee leg of an inward remittance often reaches your account through these rails once your bank or payment partner has converted the foreign currency. Better resilience there means fewer days when an outage delays credit. For how the foreign leg works, see how international wires are tracked and how UPI works.
| Question | Answer |
|---|---|
| Do RTGS or NEFT limits change? | No. The RBI FAQs still give a ₹2 lakh minimum for RTGS and no RBI upper limit for NEFT. |
| Do timings change? | No. Both run round the clock. |
| Does UPI move to this centre? | Not stated. RBI names RTGS and NEFT; UPI is operated by NPCI. |
| What capacity does it have? | RBI’s release does not say. |
What is still not known?
RBI’s release does not give the data centre’s capacity, its certification level, or a timetable for moving RTGS, NEFT and other systems onto it, and it does not say how the load will be split between Bhubaneswar and Navi Mumbai. Those details matter for judging how much resilience the second site adds. We will update this post if RBI publishes them.
