On 28 October 2026 the Depository Trust Company, the DTCC subsidiary that holds most US securities in custody, launched the DTCC Tokenization Service. Participants can now convert eligible holdings into tokens and move them between registered wallets around the clock. Eligible holdings are Russell 1000 stocks, major index ETFs and US Treasuries. The tokens are backed one-for-one and carry the same rights as the underlying securities. Twenty firms signed up at launch. The service runs under a three-year SEC no-action letter.

What did DTCC launch?
The Depository Trust Company (DTC) is the US central securities depository. DTCC says it holds more than $114 trillion of assets in custody. On 28 October 2026 it launched the DTCC Tokenization Service (DTS). DTS mints tokenised representations of securities that DTC already holds. An eligible firm can convert a holding from its normal book-entry form into tokens, send them to a digital wallet of its choice, and convert them back.
DTCC says the tokens are backed one-for-one by securities held at DTC and carry "the same legal rights, economic interests and protections" as the underlying securities. Tokens can be transferred 24/7, peer to peer, between DTC-registered wallets on the same chain. That matters most for collateral, which DTCC said can now be mobilised "within minutes".

DTCC said the service was developed with input from more than 150 firms in its digital assets industry working group.

The legal basis is narrow and time-limited. According to Dechert’s summary of the SEC staff letter of 11 December 2025, the relief covers DTC’s operation of the service for three years from launch, for the eligible securities listed above. DTC must send the SEC staff quarterly reports on participants, the value tokenised, transfer volumes, the number of registered wallets and the blockchains used. In the July 2026 production trades, DTCC said J.P. Morgan posted tokenised assets to meet margin requirements at CME Group. That is an early sign of the collateral use case DTCC is aiming for.

- It is the core of US market plumbing, not a side platform. Most tokenised securities so far have been new issues on separate venues. DTS tokenises securities already held at the central depository, so the token and the traditional holding are the same asset.
- Collateral can move outside market hours. Being able to pledge Treasuries or ETF shares in minutes, around the clock, matters for margin calls and repo. Today those are bound by banking hours and settlement cycles.
- It sets a regulatory template. The SEC staff’s reporting requirements will produce the first systematic data on how tokenised securities behave inside regulated infrastructure.
- It is still limited. Only 34 securities, 20 participants and two networks at launch. Round-the-clock transfers are within a single chain. The relief expires after three years unless renewed.
What is not yet known?
- Volumes. DTCC has not published how much has been tokenised since launch. The SEC staff will receive quarterly figures, but whether they are made public is a separate question.
- Settlement in digital cash. CoinDesk reported that DTCC plans tools for settling against digital cash. Which form that cash will take, whether tokenised deposits, stablecoins or something else, and when, has not been set out.
- The eligible list. The no-action relief covers Russell 1000 stocks, major index ETFs and Treasuries. How fast DTCC moves from 34 securities towards the full eligible universe is not public.
- Life after three years. The relief runs for three years from launch. A permanent regime would need further SEC action.
Does this affect Indian investors or markets?
Not directly. DTS serves US depository participants, and an Indian resident who buys US shares or ETFs through the Liberalised Remittance Scheme will not see any change in how a broker holds them. The launch matters to India as a reference point. The RBI and SEBI are building their own version of the same idea, tokenised instruments that settle against central bank money, starting with certificates of deposit and corporate bonds. How DTC handles legal rights, wallet registration and regulatory reporting is the kind of design question Indian regulators are also working through.
What else happened in tokenisation, August to October 2026?
DTCC’s launch capped a busy quarter. In July 2026, BIS Project Agorá ran its first real-value cross-border payments with tokenised deposits and central bank reserves (see our Agorá explainer). On 10 September 2026, the RBI and SEBI announced the tokenisation of corporate bonds with settlement in wholesale CBDC, building on the RBI’s tokenised certificates of deposit (see tokenisation in India). By rwa.xyz’s count, freely transferable tokenised real-world assets stood at about $39.6 billion on 30 October 2026. That is small next to DTC’s custody book, which is why moving infrastructure like DTC’s onto ledgers matters more than any single product.
